(Substantial Completion) + 120 Calendar Days (Final Completion)
The site is located off Hwy 3 at Big Lick Branch Road in Martin County (Lat: 37°, 54’, 57.5”, Long: 82°, 32’, 39.0”). To reach the site from Prestonsburg, travel north on US 23 for approximately 5.1 miles to a right onto Bays Branch Road to KY 3/KY 321. Continue straight for 1.6 miles and turn right onto KY 3 North. Continue on KY 3 for 16 miles and take the ramp onto KY 3 N/KY 645 W. Follow KY 645 W for 4.2 miles to Fitch Branch and turn right onto Fitch Branch. Travel 0.5 miles to KY 3 and turn left ontoKY 3 North. Travel 2.1 miles to a right onto Big Lick Branch Road and travel 0.4 miles to Webb Stepp Road. Continue up the hill and take the first driveway on the left.
Drainage issues and a slide have developed on the Stepp/Webb property from mining on the property. OSM constructed a project at the site 20 years ago. Material is sliding through the OSM pilings in front of the Stepp trailer and the subdrain behind the trailer is no longer functioning. Also, the Webb house adjacent to the trailer has similar issues.
The subdrain behind the trailer will be replaced with a new combination rock ditch/drain and an additional combination ditch will be constructed behind the Webb house. The slide/slump in front the trailer near the pilings will be corrected by building a 10 ft deep trench in front of the pilings and filling it with stone and a perforated pipe that will be connected to ditches to drain water away from the area.
The area in front of the Webb house will be stabilized by building a pile and lagging wall between the house and the driveway.
Ditches will be constructed to drain water away from the subdrains as well as the surface.
A Portal will be closed behind the trailer.
Excess excavated material from the construction activities will be taken to a waste area approximately 0.5 miles away near Johnson Bottom Road (Lat: 37°, 55’, 25.1”, Long: 82°, 32’, 58.1”). It is anticipated that only a relatively small portion of the waste area will be used for placement of material. Lengths of ECB ditch and of concrete block tied-mat ditch are included to minimize erosion that is currently occurring in a part of the waste area. This waste area is also being used for the Willie Johnson project.
Site Preparation includes clearing and grubbing of vegetation. The construction area at the site and at the waste area will be revegetated in accordance with regional, regulatory, and project standards, using agricultural limestone, fertilizer, seed and mulch. A standard seed mix is to be used. Hay bales and silt fences shall be installed for silt and erosion control. A hoe ram bid item is included for excavation work needed for the ditches, subdrains and retaining walls.
A landscape allowance is included to replace “in kind” landscape disturbed as needed as part of normal construction efforts

The goal of the project is to improve aesthetics and quality of space at the main entry to the Ashland CTC Building by replacing existing deteriorated concrete walk surface. The existing concrete (and limited area of unit pavers) have spalled and cracked in various places leaving an unsightly appearance. It has become a maintenance issue.
