The Scope of Work for this project includes the removal of the existing two spans (span 1 – 80 foot steel trusses, span 2 – 40 foot concrete box beams), the existing center pier and both abutments. Two new concrete abutments and a concrete center pier shall be constructed in the same location and elevations as the ones which were removed. The steel truss will be cleaned, repairs, reconstructed and painted containing a new deck capable of supporting design loads of HS20. New concrete box beams shall be installed, also capable of supporting design loads of HS20. The approach road shall be reconstructed, approximately 40 feet on both the Fayette County and Clark County sides.
Prospective contractors shall be pre-qualified by KYTC Division of Construction Procurement Prospective in Bridge Construction Not More than 100 ft Clear Span (Code E2), prior to submittal of Bid Package.

This renovation project addresses the Tier 1 scope of repairs outlined in the Raymond Cravens Library Condition Assessment Report prepared by THP Limited, Inc. dated October 2012. Included are the roofing systems replacement, masonry, and concrete repairs. Repairs to the 4th Floor pedestrian bridge, connector bridge roof replacement and portico waterproofing that were identified as Tier 2 items are also included. The project consists of approximately 8000 square feet of roof replacement; various masonry repairs included 450 linear feet of parapet rebuild, 1000 linear feet of ledge angle restoration and another 2,500 linear feet of masonry unit modification below the ledge angle.

This project will address mine water from the behind the former Cochran Pool Company, 13th Street Free Will Baptist Church, and Papa John’s Pizza along 13th Street (US 60). A previous small purchase contract installed a drain into the main seep behind the pool company.
A new dropbox will be constructed behind the pool store and tied into the existing drainage pipe. The existing pipe will be hydro-cleaned from the new dropbox to the highway culvert in front of the church (incidental to Site Preparation). An 8’ tall modular block wall on a concrete base will be constructed along the existing highwall at the western end of the pool store building to collect mine water, stop the spalling sandstone from clogging drainage ditches, and cover the exposed coal seam, which poses a fire hazard. An 8” drainage pipe will be placed behind the wall (8” HDPE bid item) and the wall will be backfilled with No. 57 stone then topped with class II aggregate. Uniaxial geogrid sections will be layered in the backfill, looped over the block wall pins and pinned to the highwall. The No. 57 stone will maintain drainage behind the wall while the class II stone will cover the exposed sandstone highwall above the block wall until tying into the vegetated ground. At the building corner the highwall bows outward, this bow may be set back up to four feet to allow a straighter alignment of the wall and drain while leaving space for the natural gas line running behind the building. Also, the building’s overhang would inhibit proper placement of the wall. The upper sandstone layer of the highwall will be laid back to a 2:1 slope from the top of the block wall, where necessary. All loose materials will be removed from the wall prior to construction of the concrete base. The concrete base should be set on bedrock unless directed otherwise by the ENGINEER. All excavated materials (including coal and asphalt) will be transported to the Boyd County Landfill. The natural gas line servicing the building is buried from the western hillside marker to the edge of the building and then exposed along the length of the building to the meter. The wall and excavated ditch will be placed clear of the gas line (south). An excavated rock ditch will be dug behind the building to drain surface water to the new dropbox. The mine portal wall will also drain to the box. A partially open portal in the highwall near the church will be excavated and closed with a 36” dia. HDPE wildlife access closure.
Subsurface drains will be installed along the base of the slope behind the main church parking lot and the pizza store lot. These drains will tie together and drain along a concrete grated trough to a new dropbox. A 12” wide grated concrete channel and 15” RCP line will be installed from the new dropbox to the nearest highway curb drain (to west). We will tie the RCP into the highway dropbox with a concrete junction box. Two grated rectangular concrete ditches will be installed over the RCP under the paved driveways the downstream ends of the trenches will connect to the underlying RCP via junction boxes. The RCP will be backfilled with flowable fill to a minimum of 6” above the pipe. The concrete ditches will set on the 6” cover. If the ENGINEER deems the soil in the grassy lot acceptable, it may be used as backfill over the flowable fill in the grassy section only. If it is not deemed suitable then use DGA (incidental). Set a concrete apron around the concrete trenches (see plans for size). All pipe, boxes, and concrete ditches should stay at least 6’ from the highway when possible to avoid impacts to the highway. The only direct impact to traffic should be when tying in to the highway dropbox. The pizza store parking lot will be graded towards the new drain. This may require removal of some asphalt and construction of a new compacted dense grade aggregate base prior to repaving. For continued project description see Special Conditions.
