The Elizabeth Joseph Drainage site is located at 315 Hoover Hollow, Garrett in Floyd County, KY, 41630. GPS coordinates at the site are 37° 28’ 9.13″N, 82° 48’ 10.37″W. On January 3, 2022, the culvert crossing the property originally installed as part of an OSM reclamation project failed during a heavy precipitation event damaging the citizen’s yard and impacting access to the driveway servicing the residence.
To address this concern, the failed pipe will be removed and replaced with 48” HDPE pipe with headwalls on the inlet and outlet. The material generated during excavation will be used as an alternate pipe bedding or used onsite to create positive drainage in the yard area. Class II/III stone will be used to further armor erosion prone areas near the headwalls. Revegetation of all disturbed areas will be addressed using standard residential seeding practices. The impacted concrete driveway will be replaced in kind. An allowance for removal, relocation and repair of existing utilities within the work area has been included. No material will be transported to an off-site waste area.
The cost estimate for this work also includes bid items for site preparation, hoe ram, filter fabric, and roadway stone to facilitate the construction. In total, the project area encompasses approximately 0.5 acres between the public road (Hoover Hollow) and the citizen’s residence as marked on the plans.
This project will not address underground mine openings. No trees will be disturbed outside of the unstable landslide area. All areas disturbed by this project will be revegetated by means of standard AML residential seeding practices. Sediment control will be provided by installation of silt checks or silt traps downstream of the work area.

The proposed project will include up to approximately 1.4 acres of total disturbance
within project limits including approximately 5.8 acres, including two project construction sites
and one excess earth fill area. Actions to be taken under this project at the Mike Hopson Site
will consist of the reclamation of a small landslide that is directly impacting the Hopson
residence. The landslide will be completely excavated, with the earthen material being
transported to a remote waste area located off the KY-1426 ramp to/from northbound US-119. In order to facilitate removal of the landslide material that is lying against the residence, a deck structure will have to be removed and replaced. Construction debris from removal of the deck will be transported to an approved landfill for proper disposal. Temporary debris barrier is included to protect both the Hopson residence and a neighboring residence during construction. A length of 48” diameter culvert is included for replacement of an existing stream culvert beneath Thompson Branch Rd. in the event that the existing structure is damaged by construction-related traffic. At the Charles Atkinson site, efforts will be directed towards the reclamation of a subsidence hole that has developed in the front yard of the Atkinson residence.
The hole will be overexcavated to achieve a stable configuration, then backfilled with Class-II stone, topped with a 2’ thick layer of #2 aggregate, a layer of filter fabric, a 3’ thick layer of polyurethane foam, and a 2’ thick soil veneer. Any excess soil from excavation at this site will be placed within the Atkinson residential yard and covered with the existing topsoil prior to revegetation.
The project will not cause the disturbance of any forested areas or caves and cave-like
structures (specifically including underground mine openings). The only potential for direct disturbance of streams will be limited to the replacement (if necessary) of the culvert beneath Thompson Branch Road. The strict implementation, maintenance, and enforcement of standard AML Best Management Practices for Sediment and Erosion Control will prevent any significant amounts of sediments disturbed by construction-related actions from entering area streams, thereby preventing indirect impacts to aquatic resources. The construction sites will be revegetated by means of standard agricultural tillage using the standard AML Residential seed mixture appropriate for the season during which construction occurs. Seedbed preparation at the construction sites will also include the removal of any large or protruding stones that may interfere with either lawn growth or maintenance. The fill area will also be revegetated using agricultural tillage, though the season-appropriate standard AML Reclamation seed mixture will be used. Bituminous repair and roadstone are included for the resurfacing of any sections of paved or graveled road surfaces determined by KDAML personnel to be damaged by construction-related traffic at either site and at the entrance to the remote fill area.
