This invitation is for Phase 1 of the comprehensive redesign of the Powell Plaza and conversion of its meditation chapel as
specified in the following bid at Eastern Kentucky University’s Richmond Campus. The work includes furnishing all
labor, materials, equipment and services necessary for the complete project.
The project is to remove several pieces of unused roof-top ducts and equipment, remove the
old roofing from the designated area (non-ACM), repair the decking, and apply a 10-year
warranted urethane-coated foam roof system.
Interior remodeling of an existing 19,130 square feet Readiness Facility. Work includes miscellaneous interior demolition of concrete masonry partitions and demolition of mechanical, electrical and plumbing items.
New construction includes blast resistant aluminum storefront and hollow metal doors. Construction of toilet/shower rooms, new hollow metal doors and hardware, equipment lockers, and finish work including floor, ceiling and wall finishes. Installation of an all new VRV HVAC system, extensive plumbing work and replacement of all lighting and glazing, finishes and minor mechanical and electrical work.

The project consists of a Pre-Engineered Metal Building with full building pad
prep work, grading and fill materials, additional site concrete, storm drainage, minimal finishes, and
unit heaters to house softball team batting cages. The project also includes a new sidewalk and
concrete at the existing softball field to provide ADA access.
Streetscape project along Main Street from 2nd Street to west of 4th Street. Bury overhead
utilities along 4th Street from Walnut Street to north of Main Street, includes streetscape
elements along 4th Street for this same length. Streetscape will include revised
drainage/curb location.
The Work includes extensive interior and exterior renovations to the South Bound Rest Area facility on I-75 Mile Marker 127.4 in Scott County, Kentucky. All plumbing fixtures and piping (including below slab waste) will be replaced. HVAC system including duct work will be replaced. Electrical and Data Voice wiring and devices will be replaced. Asphalt shingle roof will be replaced with new asphalt shingle roof with new gutters and downspouts piped below grade to daylight. Painted wood soffit and fascia will be replaced with prefinished metal. Various exterior site improvements will be included. Floor and wall base will receive new M.M.A. coating system at Restroom Building. Restroom walls will receive new epoxy coating. Restroom building will receive new hollow metal doors in existing hollow metal frames, frames to be prepped and re-painted. See drawings and specifications for additional information. An Additive Alternate related to the upper roof of the Restroom Building is also articulated in the Special Conditions, Drawings, and Specifications.

The UK Law School Green Roof project consists of installation of a Carlisle Modular Tray
Vegetated Roof System. The existing roof warranty remains in effect with the modular tray

The initial Site Development for the new campus improvements will be completed through an early and separate bid package. The program of the site includes improvements for the following that will be included in the initial Bid Package #1. Site management accommodations to maintain operation of the existing Adult Education facility located on the campus. New Entrance Boulevard Drive from Freight Blvd and West Rd. via an easement that has been obtained to connect to the private industrial access road. The initial Bid Package will include the construction of the drive with curb and gutters, the boulevard median, and the asphalt binder course. The Entrance Drive will “terminate” at a round-about drive that allows users to access the various parking areas serving the new classroom building. The round-about will be constructed with curb and gutter with the center island and asphalt binder course will be included in the initial bid package. Driveways that connect the primary entrance/round-about to parking areas will be constructed with curb and gutter and the binder asphalt course. New Parking areas, totaling 131 parking spaces will be constructed utilizing curb and gutter and asphalt binder course. The new spaces are in addition to the 63 existing parking spaces that will be maintained. All proposed concrete sidewalks will be constructed with the exception of concrete walks and pavements immediately adjacent to the proposed classroom building. Selective Demolition of existing site improvements and tree removal. All associated earthwork and required erosion control will be completed as part of the initial Bid Package #1. All associated stormwater management improvements including storm sewers/structures and stormwater detention facilities will be constructed. This includes connection to the existing public storm sewer system along Newtown Pike. Construction of the necessary sanitary sewer line extension to serve the new classroom building and connection to the existing sanitary sewer line within Newtown Pike. The project is (1) new 2,160 square foot maintenance shed for maintenance and equipment storage located in Harlan County. The construction is a wood pole barn style with metal siding.
