This project includes the design and construction of a new elementary school with classroom and dormitory space. The building is approximately 16,551 SF Area, single story construction with a mechanical mezzanine and is to achieve LEED Certified status. The building is constructed with but not limited to: block bearing masonry with brick veneer, steel joist with metal deck, light gage framing and metal roof. The mechanical system is a geothermal well field with Energy Recovery Unit and VRF units. The building plumbing piping systems include sanitary waste and vent, domestic cold water, hot water, and hot water recirculation and new plumbing fixtures. Electrical systems include electrical distribution system for normal and emergency power systems, lighting and controls, fire alarm detection and notification systems, security/access control system, data/communication systems and lightning protection. Relocation of existing underground communications conduits in the path of construction will be rerouted and included in the scope of the building construction. Audio/visual notification devices will provided throughout the facility. Sleeping areas will be provided with smoke detection and high intensity visual notification appliances. System will also provide auxiliary “intruder” and “weather” alert signal devices throughout the building. Alert devices are activated by separate manual pull stations The site includes extending new fire protection, domestic water, sanitary sewer, and natural gas to the building. New fire hydrant by the requirements of the local fire department. The building will be 100% protected with water based wet type fire suppression sprinkler system.

The proposed Andrew Scott Drainage AML Reclamation Project, approximately 18.8 acres total, consists of installing drainage controls, a block wall, and portal closure in the Coal Run community of Pike County. The sites are located in the Broad Bottom Quadrangle. The site is at 37° 31′ 16.5″ N, 82° 33′ 12.3″ W. To reach the all the sites from the KY-80 E/US-23 S/US-460 E interchange in Prestonsburg head east toward Pikeville for 17.6 miles. Make a U-turn at Power Drive and then turn right onto Ratliff Branch Road. The site is at the end of the road. Access the waste area is along a mining bench from a residential driveway off Ratliff Branch Road.
The project entails installing various types of drainage controls to stabilize the soils. These include the construction of 100’ of combination sheer key and rock toe buttress, subdrain and surface ditches along an existing mine bench and around the Scott residence, and armoring existing ditches to prevent erosion. Construct a 110’ block wall behind the Scott residence to ensure the saturated, unstable hillside does not slide in the future. Replace the two existing culverts along the west side of the project area and install a new culvert with all pipe receiving concrete headwalls. We will close one partially open mine entry with a wildlife accessible closure. The highwall along the mine bench is our waste area and excavated material is to be placed along the base after subsurface drainage controls are installed. The fenced dog lot will be repaired/replaced as needed and may be temporarily reduced to allow construction access. The yard areas receive residential seeding and all other areas receive the AML general reclamation seed mixture. Trees greater than 3” diameter will be cleared on the unstable slopes behind the home where the combination key-buttress is to be installed and trees less than 3” diameter will be removed along the stable mine bench prior to backfill placement.
The project site and waste area have previously been disturbed by coal mining operations, house seat development, utility installation, road construction, and/or landowner activities. These disturbances consist of significant upheaval, mixing, and removal of earthen material from deep excavation, grading, sub-surface drilling, fill material placement, and erosion. There should be no undisturbed earthen material to a depth of several feet at the areas slated for significant project-related construction activities.
Construction disturbances will be kept to a minimum with a stringently formulated sediment and erosion control program. Prior to beginning any major earth disturbance (excluding initial site preparation for access only), all silt control measures will be installed. These include silt traps and silt barriers (bales & silt fence) at the project site and the waste area. Trees greater than 3” diameter at breast height will be cut. All disturbed areas will be promptly revegetated at the end of construction using lime, fertilizer, residential or wildlife seed, and mulch, as necessary. Standard measures will be used for dust control and work hours will occur during AML’s standard time frame of 7 am to 7 pm Monday-Friday with shorter hours for “critical” work items.
Access to the site is via county roads, residential driveways and yards, and an existing access road. This project will include pre- and/or post- project maintenance and repair of existing previously constructed public county roads utilized during the construction of this project, which are administered by the county or local road authority. This construction activity will be conducted under the authority and supervision of the local public road authority and will consist of standard road construction practices appropriate to mitigate impacts to the local community from potential degraded road conditions in order to maintain public traffic safety.

The Osborne residence is located at 1190 Hwy 550 in southern Floyd County (Lat: 37°, 30’, 48.55”, Long: 82°, 49’, 2.36”). To reach the site from the Prestonsburg area, take Hwy. 23 to Hwy. 80 South. Follow Hwy. 80 for approximately 9.5 miles to a right turn onto Hwy. 550. The Osborne residence is approximately 1.1 mile down Hwy. 550, on the right.
Drainage issues and a slide have developed on the Osborne property from mining on the property. The problems will be corrected by constructing steel piles in front of the house and a rock slide buttress and drain in the yard. The existing ditch behind the residence will be cleaned out to better direct the runoff away from the property, and the ditch that runs along the drive below the property will be improved with ECB as may be directed by the Engineer
Two collapsed portals on the slope above the site will be re-opened for closure with wildlife access.
Excess excavated material from the construction activities will be taken to a waste area approximately 2.5 miles away near Hwy 80 (Lat: 37°, 29’, 4.4”, Long: 82°, 49’, 34.1”). The waste area is also being used for the Wayland Stream Stabilization project.
Site Preparation includes clearing and grubbing of vegetation. The construction area at the site and at the waste area will be revegetated using residential seeding. Hay bales and silt fences shall be installed for silt and erosion control. A hoe ram bid item is included for excavation work needed for the ditches, and retaining walls.
A landscape allowance is included to replace “in kind” landscape disturbed as needed as part of normal construction efforts, and utility relocation/replacement and traffic control are included for access and safety. Bituminous repair is included as may be necessary for the drive.
