Sealed Bids will be received electronically by Louisville and Jefferson County Metropolitan Sewer District, for the construction of the Hill Street Main Office Renovation – Demolition Project, Contract No. 17239, Budget ID No. G25207, Drawing Record No. / Sheet No. 1-15, until 11:00 AM, Local Time, Thursday, October 31, 2024, and will be publicly opened and read at that time. Description and location of Project: The principal features of the Work to be performed under this Contract include, but are not limited to the following:

1. Removal of electrical wiring.

2. Wall and door removal.

3. Removal/capping plumbing

4. Removal/capping ducts

5. Removal of ceiling tiles and grid

6. Miscellaneous demolition

7. Cleaning

8. Disposal of demolition materials

All work shall be done in accordance to MSD’s Standard Specifications.

There will be a mandatory pre-bid meeting held for this project. The meeting will take place at the New MSD Main Office Building located at 15th and Hill Streets, Louisville, KY 40210, on Thursday, October 17, 2024 at 11:00 am. We will meet at the front of the building.

The Engineer’s Construction Cost Estimate for this project is between $50,000.00 and $100,000.00.

Spray foam insulation with brick and metal wall panel comprise the exterior skin of the building. The roof system will be 2-ply SBS roofing over low-slope tapered polyiso insulation board to internal roof drains on level roof structure. Interior walls will be a combination of CMU bearing walls and metal stud with gypsum board. Flooring will be a combination of VCT, sealed concrete and ceramic tile flooring. Ceilings will be primarily acoustic lay-in tiles accented by gypsum board soffits and bulkheads.

The mechanical system will be geothermal with distributed heat pumps. A water-source heat pump DOAS will provide conditioned ventilation air. The building will be fully sprinklered.

Work for this project will involve the removal of trees measuring over 3″-inches in diameter at breast
height (DBH) at the project location outside of exempt unstable areas and this cutting shall occur from October 15th-March 31st, when the imperiled forest-dwelling bats are either within or in the immediate vicinity of their winter hibernacula. The clearing of trees over 5″ DBH, which also display characteristics such as shaggy, exfoliating bark, or crevices and hollowed-out cavities within their trunks and larger limbs is also required outside of the exempt unstable areas, and consultation with United States Fish and Wildlife Service (USFWS) has taken place. The USFWS stated no problems should arise if tree cutting is done within the recommended window.

Project Description: The project is comprised of a renovation in one single level in the Public Service Commission Building. Two Hearing rooms are being modified. One hearing room will receive the bulk of modifications and includes custom desks, raising the floor and wood paneling. The remainder is construction of basic office type spaces. The building is a two-story building of Type 2B construction with an area that will be renovated of approximately 7,854 sf. There will not be any modifications made to the surrounding site.

Sprinkler: The existing wet-pipe sprinkler system will be modified. Sprinkler heads will be relocated and added as needed to maintain 100% coverage of the project area.
HVAC: The existing HVAC system (VAV with hot water reheat) will be modified to support the floor plan changes. New VAV boxes w/ hot water reheat will be provided for each new meeting room. Supply and exhaust ductwork systems will be modified.

HVAC Controls: HVAC controls work will be provided via allowance by the facility’s incumbent controls provider, EMCOR (Automated Logic brand controls). New VAV boxes will be integrated with the facility’s existing ALC front-end.
Lighting: Provide new LED lighting within the project area. Emergency lighting and exit lights will be fed from the building’s existing generator emergency power system. Room by room occupancy sensors controls (local only, no integration to BAS) will be provided where required by current energy code.

Power & Systems: Recessed floor boxes will be provided at each meeting room conference table. In Hearing Room #1, a raised floor system will be provided and used for power and low voltage system cable pathways with power, data, and A/V devices at each attorney table. Provide rough-in only for data and audio-visual systems and coordinate installation with the owner’s low voltage vendors. Modify the existing fire alarm system by providing new audible and/or visual notifications devices throughout the project area.
