The Loretta Stanley property is located in extreme western Pike County, southwest of Pikeville at 37° 22’ 04.4″ N and 82° 39’ 01.3″ W. The site can be reached by taking US 23 South from Pikeville to a right turn onto Hwy. 2167 (Robinson Creek Road) and continuing approximately ¼ mile to a left to continue on Hwy. 122 (also Robinson Creek Road). Continue for approximately 3.6 miles to a right turn onto Little Robinson Creek Road. Continue another approximately 4.1 miles to a left turn onto John Brown Fork, and the residence is at 169 John Brown Fork. Two waste areas are planned as necessary along a dirt and gravel road extending southeast from the site location. The first waste area is approximately 800 feet south of the turnoff (right past the site) onto John Brown Fork. The second is along the same road, approximately ½ mile from the site. An exposed coal seam runs behind the residence, and open portals with drainage have impacted the yard and have caused the driveway to deteriorate.
Site preparation includes clearing and grubbing of vegetation. Access is over an existing drive. A quantity of roadway stone is included for additional access as necessary to the site and to maintain access to the waste areas. Straw bales and silt fence are included to minimize erosion from the site. No trees larger than three inches in diameter, whether dead or alive, will be removed except during the designated time allowed unless they are on an unstable slope.
Reclamation at the site will involve draining and closing three mine portals, as well as draining around and protecting the length of exposed coal seam behind the residence.
Concrete gravity wall, with class II stone behind is planned to protect the exposed seam behind the residence and outbuilding. Subdrain will be placed behind the wall and extended as combined rock ditch/drain beyond the wall in both directions to flow into two existing natural drains. On the southern portion of the site, the combined ditch/drain will serve to collect flow from three partially open and draining portals which will be properly re-opened and drained with wildlife access. Concrete headwalls will be placed at the outlets of the combined ditch/drain.
All areas disturbed by construction activities are to be revegetated in accordance with regional, regulatory, and project standards, using agricultural limestone, fertilizer, seed and mulch. A standard seed mix is to be used.
Utility relocation is also included as may be needed during construction of this project, and bituminous repair is included to maintain the driveway in-kind as may be necessary, as well as repair any damage done to the country road by construction activities. Lengths of pipe are included for the driveway.
Excess material will be transported to an offsite waste area located approximately 4.0 miles from the site.

2). Demolition – LLCC inmates to remove approximately 550 lf of existing fence, 60 lf of dog run fence. Contractor to dispose materials and any miscellaneous spoils off site.
3). New Work – Install approximately 1,665 lf of new heavy duty (HD) security fence all in accordance with the Plans and Specifications. The new fence design consists of but is not limited to: a continuous, (10) foot tall, security chain link fence with a continuous bottom rail, intermediate rail and top rail. The top of the fence shall have an additional (2) foot tall “Y” strut support system for (1), (24) inch diameter continuous stainless steel razor ribbon wire supported by cables. The razor wire will be owner furnished, contractor installed (OFCI). The foundation for the corner and intermediate fence posts shall be drilled concrete piers. Refer to Plans & Specifications for diameter sizes and depth. Also, a continuous concrete rat wall shall be designed in between the piers. All mesh fabric shall be embedded into the rat wall. Various new concrete walks shall be (4) inch thick, approximately 2,400SF, with proper tooled and controlled joints. (6) personnel & (5) 12′-0″ sliding vehicular gates shall be incorporated into the design.

Description and location of Project: This Contract provides for the installation of access structures, video inspection of approximately 22,300 linear feet of 8″ CMP, point repairs, sewer cleaning services of approximately 6,000 linear feet of 8″ CMP, and other appurtenant work as described in the plans and bid proposal. The project is along the floodwall in various locations throughout Jefferson County. All work shall be done in accordance to MSD’s Standard Specifications.



There will be a non-mandatory pre-bid meeting held for this project. The meeting will be at 11:00 AM local time on Thursday, February 20, 2020 at the MSD Main Office.




The Engineer’s Construction Cost Estimate for this project is between $200,000.00 to $225,000.00.
