RFP-26-011 Bluegrass CTC Construct Prison Education Program

RFP-26-011 Bluegrass CTC Construct Prison Education Program

Project Description:
The Kentucky Community and Technical College System, Office for Facilities Support Services, on behalf
of Bluegrass Community & Technical College (BCTC) desires to procure professional architectural led
services and associated project engineering team to accomplish the “Construct Prison Education
Program Building” at the Northpoint Training Center in Danville, Kentucky.

KCTCS/ BCTC is partnering with the Kentucky Department of Corrections (DOC) to build a national model
prison education program to reduce recidivism, accelerate workforce development and increase savings
to the society. The proposal builds upon KCTCS’s current work in 14 state prisons and several county
jails. Preliminary programs were selected based on feedback from employers that hire formerly
incarcerated individuals.

The project is contingent on funding from the Kentucky General Assembly that is expected to be
available on July 1, 2026. If funding is not made available by legislation, the project will be cancelled.

While the selection of the Design Team and Construction Manager / General Contractor will be
completed prior to the July 1 date, contract execution and the commencement of design and preconstruction work will not occur until that date. The Design Team’s work is expected to begin on July 1,
2026, and the pre-construction work of the Construction Manager / General Contractor will start before
or near the conclusion of Phase A design work – Mid-July 2026.

Responsible Vendors who have proper experience and qualifications are invited to submit
