This project consists of the replacement of the existing HVAC system serving this facility with a new HVAC system. The existing HVAC system to be demolished consists of air handling units with hot water and chilled water coils. Heating hot water is provided by gas fired boilers and chilled water is provided by a water chiller with an exterior air-cooled condensing unit. The new HVAC system shall consist of high-efficiency gas fired furnaces with DX cooling coils and associated high efficiency condensing units. Energy recover ventilators will be utilized to provide outside air to the facility. All electrical work related to the demolition of existing HVAC systems and the installation of new HVAC system will be a part of this project. The proposed project (approximately 13.6 acres total) consists of portal closures and drainage control reclamation in Floyd County. The project area is located on the United States Geological Survey (USGS) 7.5’ McDowell quadrangle (see the attached project and site maps).
The May McKinney Site consists of closing 3 portals behind the McKinney residence, constructing a concrete bag wall along a tributary bank, and installing drainage controls around the home. The site is located at 770 Ned Fork Road, near the community of McDowell, KY. The project area is centrally located at N 37° 25’ 20.80”, W 82° 41’ 36.90”. To reach the site from the AML Prestonsburg office, turn right onto S. Lake Drive (SR 1428) for 0.2 miles. Turn right onto KY 302/Watergap Road for 2.6 miles. Continue straight and road becomes KY 80. Follow KY 80 for 8.2 miles. Turn left onto KY 680 for 6.2 miles. Turn right onto KY 122/KY 1929 for 2.5 miles. Turn left onto Ned For Road for 0.75 miles. McKinney residence is on the right.
Reclamation work consists of closing 3 open portals and backstowing each portal, clearing trees and shrubs from the existing highwall, and installing 270 L.F. of subdrain, and installing a 50 L.F. of a 4’ high, concrete bag wall along the existing tributary bank. A temporary access road will not be constructed; the existing driveway off Ned Fork Road will provide access. The waste material generated during project work will first be used on site for the earth berm located in the project boundaries. The secondary waste area is located at N37° 27′ 37.7”, 82° 45′ 9.8”W, also located within the project boundaries.
During the process of these construction activities, trees over 5 inches in diameter at breast height will have to be removed in the AML problem area and to install drainage controls. A sediment and erosion control program, consisting of such measures as constructing hay bales/silt fence to be maintained throughout the life of the project and prompt re-vegetation using agricultural limestone, fertilizer, seed, and mulch will be implemented on all areas disturbed by this project.
Entry to the work areas will be accessed by the county road, residential driveways, and residentially maintained yards. The entire project work area slated for any excavation has been previously disturbed by any or all of the following: coal mining operations, including mine drainage, timber operations, gas/oil well development, residential development, road construction, and/or high velocity water flows associated with heavy rain events and flooding. These disturbances consist of significant upheaval, mixing, and removal of earthen material from deep excavation, grading, sub-surface drilling, fill material placement, and erosion. There should be no undisturbed earthen material to a depth of several feet at the areas slated for significant project-related construction activities.
This project will include pre- and/or post- project maintenance and repair of existing previously constructed public county roads utilized during the construction of this project, which are administered by the county or local road authority. This construction activity will be conducted under the authority and supervision of the local public road authority and will consist of standard road construction practices appropriate to mitigate impacts to the local community from potential degraded road conditions in order to maintain public traffic safety.
