The Joan Bernat AML Reclamation Project is located in Perry County, Hardburly, Kentucky at 37°17’58.48″N latitude and 83°7’29.52″W longitude just northeast of Hazard KY. Directions to the site are; from the Hal Rogers Parkway in Hazard, Kentucky – at the traffic lights at Wal-Mart: continue traveling on HWY 80E for approximately 3.1 miles; turn right onto HWY 1146; travel approximately 1.2 miles to a stop sign; turn right onto HWY 550S; travel approximately 0.1 of a mile and turn left back onto HWY 1146; travel approximately 2.6 miles, drainage issues from landslide can be found here, slide can be accessed by traveling Hardburly Cemetery road to gas well site.
Recent rainfall events developed a mudslide that plugged the drainage devices at Hardburly Road and caused mud and water to enter properties near the Bernat residence. The active mudslide has been dealt with during Phase I and AML is now proposing to reduce future problems by excavating the pre-law push over slide as Joan Bernat Slide Phase II AMLRP. Unstable slide material will be removed from the natural drain using the strip to rock excavation method for the slide area with the cubic yardage measured by survey methods of the slide area. A gabion silt check will be installed below the landslide along with maintenance of two gabion silt checks constructed during Phase I will provide silt control at the slide excavation site, water diverted from the slide along the auger bench to a previous AML reclamation project (Sam Salyers Slide) drains into a Silt Trap which will be maintained during the duration of the contract and removed once water is re-routed into its natural drainage path. Drainage control devices will also include class II ditches, excavated rock ditches and HDPE pipe. Silt Barriers – Bales & Fence along with Rock Checks are proposed for proper silt control at the waste area. Roadway stone bid item is included for “in kind” repairs to roadways as needed to facilitate reclamation work. Filter Fabric and geo-grid have been included as base for ditches. Class II/III rock will be used as directed for backfilling gabion silt checks.
All excavated material will be wasted within nearby waste areas at coordinates 37°18’17.44″N latitude and 83°7’2.48″W longitude, and an existing auger bench just above slide area at coordinates 37°17’51.29″N latitude and 83°7’13.81″W longitude A Hydromulch & Hydroseed bid item is included to revegetate the site/waste areas at the end of construction. Seedbed preparation and Agricultural Limestone bid items are included for the waste areas. A utility relocation bid item is included to replace “in kind” qualifying features as disturbed to facilitate the abatement plan.
Trees of 3” or greater at breast height on auger bench waste area will be removed during dormant season, all other areas are previously disturbed and/or unstable.

The Shannon Robinson Slide AMLRP Reclamation Project is located in Pike County, Kentucky at N 37° 25′ 3.41″ latitude and W 82° 31′ 34.16″ longitude near Shelbiana, KY. The site can be reached from the US 119 N/ Cassidy Blvd and US 23 S intersection, by traveling south on US 23 approximately 9.4 miles to the Lucas & Sons Funeral Home. Turn into the funeral home parking lot and then continue left along the fence line to the Robinson home.
Site (Slide) Area
The slide area, behind the home’s side yard, is approximately 3 acres in size. The area will be excavated primarily to rock, with some material left near the toe of the slide to be graded in and help divert drainage into a gabion ditch. Approximately 450 feet of 4’ flat bottom, rectangular gabion ditch will be installed near the south eastern portion of the slide area and extend through the side yard to the driveway. At the driveway two 15” HDPE pipes, along with multi-barrel headwalls on either side will be installed as a culvert to facilitate drainage from the excavated slide area. On the outlet end of the culvert an approximately 540’ Class II ditch will be installed, extending along the roadside drainage area to the existing culvert under the funeral home entrance. Approximately 60’ of Non-reinforced block wall (Type II) will be constructed at the toe of the slide area to hold back the graded material in this area and direct drainage into the gabion ditch.
ECB will be used on the slide transition areas for slope protection and to prevent erosion. Silt fence, or bales, and “S” Fence are proposed for proper silt control. Utility relocation bid item is included to replace “in kind” qualifying features as disturbed to facilitate the abatement plan. Likewise, Bituminous and Road Stone bid items are included to repair “in kind” any damage to the road, driveway, and funeral home parking lot during normal construction activities. A traffic control bid item is also included to provide a warning to motorists, along US 23.

The site is near Hyden in Leslie County, KY at coordinates N 37° 09’ 10.85”, W 83° 21’ 34.88”.
A previously disturbed off site waste area is located at coordinates N 37° 08’ 56.23”, W 83° 21’
14.22”.
FELTNER SITE –
The project will consist of excavating two slide areas to rock. The first slide area, above and
behind the Feltner home, has approximately 2,400 cubic yards of unstable material. The second
slide area has approximately 2,000 cubic yards of unstable material and is impacting KY-80
below. The excavated material will be taken to the previously disturbed waster area and placed
on an existing bench as requested by the landowner. Other construction elements on site include
a hoe rammed ditch on the western slide area to help channel water towards the road culvert
underneath KY-80. Two open portals in this western area will also be closed and a Class II ditch
will be installed to help divert water from the eastern most portal to the excavated area and hoe
rammed ditch. Two more portals will be closed near the Feltner residence and a sub-drain will
be installed to carry portal drainage to the natural drain just to the west of the portals. Another
sub-drain will be installed between the excavated area behind the Feltner residence and the
driveway. The sub-drain will terminate into a drop box and then an 18” HDPE pipe will be
installed beneath the driveway to channel drainage down the hillside towards the roadside ditch.
A temporary access road will be built along the western side of the Feltner property in order to reach the western slide area. A temporary crossing will be installed to cross the natural drain
separating the eastern and western areas of the project and the access road will then meet up with
an existing bench area.
Silt Bales & Fence for silt control will be used during the duration of the project. A utility
replacement bid item is included. Roadstone and Bituminous Repair bid items are also included
to repair “in kind” any damage to the driveway during normal construction activities. Traffic
Control is included to advise motorists of the reclamation work. All disturbed areas will be
revegetated by hydro-seeding and/or hand seeding upon completion of construction.
No trees less than 3” in diameter at breast height will be removed prior during active bat season.

The proposed Mona Baker II AML project (approximately 13.4 acres within the project limit, of which only a portion is expected to be disturbed) consists of regarding a slide area which has broken out below a drive that is upslope from the Baker residence. An existing pipe across the gravel drive will be removed and drainage improved by constructing a hoe ram ditch which will take water into a new pipe, with headwalls, put in place to replace a rusted existing pipe. Existing subdrain behind the upslope residence will be extended into the hoe-ram ditch. Gabion flat bottom ditch will be placed below the pipe outlet, and a gabion weir will be constructed below the outlet before water enters the existing concrete drain. Work below this level will consist of cleaning out existing drainage structures. Site preparation is intended to include the clean out of some existing ditches and traps.
Additional work upslope will include closing one (1) portal and constructing a concrete block tied-mat ditch to take drainage into the existing drain (to be cleaned out).
An additional six (6) portals will also be closed in an area further upslope. Combination Rock Ditch-Drain will be constructed, and a drop box will be constructed where necessary to maintain positive drainage. Pipe will take water from the drop box into an excavated rock ditch/concrete block tied-mat ditch into existing drainage. A temporary silt trap type B is anticipated in this drain.
To reach the project from I-75 at the London/Manchester exit, turn left onto KY 80/Russell Dyche Memorial Highway, which will become the Hal Rogers Parkway and continue for 44 miles. Take a slight right toward Hyden, and proceed for approximately 3.5 miles to a left onto KY 421/KY 80. Proceed for approximately 0.5 mile to Main Street/KY 421 and travel a short distance to Oak Street on the right, just beyond Frontier Nursing Services. Travel up Oak Street to the site at 37° 09’ 38” N; 83° 22’ 23” W.
Additional work to be included under the Mona Baker II project will be at the Frontier Nursing School, located nearby at 195 School Street. To reach the college from The Baker site (Oak Street), turn left onto Hwy. 421 and proceed a few tenths of a mile to a left onto Hickory Lane and continue to a switchback on the right onto School Street. The site is located approximately 37° 09’ 57.6” N; 83° 22’ 45.1” W. There is a total of 1.6 acres within the project limit, but it is assumed that less than one acre will in fact be disturbed.
Work at the Frontier Nursing School will consist of regarding approximately one acre of slide, and adding a variety of ditches as well as subdrain to reduce saturation problems which have added to slope instability. In addition, seven (7) test borings will be drilled as indicated in the planview.
To reach the waste area, from Hyden, take Hwy. 421 (Main Street) south for about ½ mile and turn left onto Hwy. 80. Continue about 1 ¼ mile to the waste area on the right at N 37° 08’ 56.2”, W 83° 21’ 13.4”. Material is to be placed as directed by the Engineer, and none is to be placed closer than 10 feet to the top of the bank. Silt barrier is to be installed prior to placing any fill.
Materials resulting from any tree cutting are not to be placed in the waste area, but are to be chipped on site or otherwise disposed of per the property owner’s wishes. Additional roadway stone is included to maintain access to the waste area.
Utility relocation and replacement, landscape allowance, dense grade aggregate and roadway stone are included as may be needed.
A sediment and erosion control program, consisting of such measures as hay bales, silt fences, and prompt re-vegetation will be implemented on all areas disturbed by this project. All items related to erosion control must be properly installed and well maintained throughout the length of the project.
