The proposed Whitt Slide P2 AML Reclamation Project, approximately 10.5 acres total, consists
of the stabilization of a landslide and the installation of drainage controls behind the Whitt
residence, near the community of Ransom, in Pike County. The site is located 37° 32’ 49” N,
82° 12’ 42” W. To reach the site from Prestonsburg, take US 23 to US 119 and turn left onto
US119 and go 18.6 miles to KY 199. Turn right onto KY 199 and go 3.3 miles, turn left onto
KY 1056 and go 3.9 miles. Turn right onto Upper Blackberry Road, the site is approximately
0.2 miles on the left. Access to the main waste area is approximately 0.3 miles further west
along Upper Blackberry Creek Rd.
The proposed project will correct a slide that has developed on the hillside behind the Whitt
residence and drain the bench containing the water that is aggravating the problem. We will
access the slide from the yard east of the Whitt residence. We will remove the stable bulge that
has pushed up at the toe of the active slide and regrade the scarp area. Subsurface drains will be
installed below the bench and daylighted into existing natural drains. Behind the Whitt
residence, we will excavate material and install a gabion retaining wall with subsurface drains.
The drainage will tie into a dropbox structure. We will replace and existing undersized drainage
tile and construct a dropbox at the roadway culvert junction. Transport and place waste material
in the offsite waste area. There are gas lines on the upper bench limiting access and working
room on the bench.
Construction disturbances will be minimized with a stringently formulated sediment and erosion
control program. Prior to beginning any major earth disturbance (excluding initial site
preparation for access only), all silt control measures will be installed. These include silt traps
and silt barriers (bales & silt fence) at the project site and the waste area. Only cut trees in the
unstable areas. No tree clearing is required at any of the waste areas. Promptly mulch all
disturbed area prior to any shutdown lasting more than 14-days. Final vegetation will use
hydroseeding on the steep slopes (slide area) and residential seeding in the yard areas. Vegetate
all disturbed areas prior to any shutdown and at the end of construction using lime, fertilizer,
residential or wildlife seed, and mulch, as necessary.
