Louisville Water Company is requesting Bids for the identification and documentation of water service materials and replacement of
service lines found to contain materials requiring replacement under Louisville Water Company’s (LWC) lead and copper rule
compliance strategies. Replacement of lead and/or galvanized services to be performed by licensed plumber. Contractor to provide
all materials and perform all items outlined in the project scope of work.

A pre-bid meeting to discuss the Project will be held on May 7, 2025 at 10:00 a.m. EST/EDT. via Teams. +1 502-709-7361, 91713874# United States, Louisville Phone conference ID: 917 138 74#. Attendance at this meeting is strongly recommended.

Questions or inquiries relating to this project must be submitted through the Louisville Water Company web-based portal by the date and time indicated for this bid.

This contract will be utilized on an as-needed basis, with the contract value based on the unit price bids, therefore no estimated contract amount is provided. The scope of each individual project assignment with determine the cost range for that assignment.

A Bid Bond will not be required. Payment and Performance Bonds are required for all particular assignments/projects under this Master Agreement when the assignment/project plus any LW supplied materials is fairly estimated to cost more than $250,000.

Bids will only be accepted from Bidders who have been pre-qualified by the Company in the prequalification category or categories that apply to this Bid. This Bid requires prequalification in 1” and Smaller Water Services. For information about pre-qualification, contact the Buyer listed above.

Award of the Contract may be to multiple contractors. The Company will award the Contract to the Bidder(s) presenting Bid(s) that is responsive to the Specifications, is in substantial compliance with the Contract requirements, and presents the lowest and best price for performing the Work. The Company may accept the Bid that the Company determines is in the Company’s best interest, which may not necessarily be the least expensive Bid. Subsequent to the Award of the Contract, the Company shall assign Work to perform specific projects/activities in an Assignment. The parameters used by the Company for the selection of the contractor to perform the
Project/Assignment may include, but not be limited to: Contractor’s qualifications, the contractor’s proximity to job location, or ability to mobilize quickly, the contractor’s unit price entries, itemized cost proposal, and the contractor’s availability to perform the specified work. Project / Assignment from the contract shall be awarded at Company’s sole discretion that the Company determines is in the Company’s best interest, which may not necessarily be the lowest cost.

The Kentucky State Police, Post 11, Building Renovations project is being undertaken to extend the usable life of the building and to maintain the weather resistance. The existing roof assembly is a modified bitumen on a single slope, surrounded by parapet walls. The existing scuppers have no crickets to direct the water flow. Scuppers extend beyond the face of the parapet and daylight at the roof level where storm water drops to a concrete splash pad at grade.

The roof will be replaced with a new SBS modified bitumen roof assembly, cover board, and insulation. The building will also receive new scuppers (at new locations), conductor heads, downspouts, metal coping and accessories such as a roof access ladder.

The façade is showing many signs of decay, as there are many visible areas of cracking in the brick and signs of attempted repair with sealant and/or spray foam. The building has exposed steel beams around the façade that are showing signs of early deterioration. The masonry above the steel beams will be removed to install new through-wall flashing and reconstructed from the salvaged masonry. The remaining damaged masonry will be repaired, and the exposed beams are to be cleaned, painted with anti-corrosion paint (exterior and interior). The exposed exterior of the beams are to be covered with an insulation and metal panel wall assembly. The building is also to receive new storefront windows (ballistic Level 3 rating) and masonry infill of the existing garage doors to better accommodate the needs of the user group. Finally, all the existing and repaired masonry is to be painted with breathable, exterior-grade masonry paint.

This project will replace all exterior windows and aluminum entry doors at Bradford Hall at Kentucky State University. A new entry canopy at the main entrance and a small canopy at the landing entrance to the Business Wing will also be added.
