Request for General Contractor Qualification – Sphar Seed Building: Restoration and Renovation

This is a re-bid and any previously approved General Contractors ‘Qualification Application’
will remain in effect for rebidding purposes.

PROJECT DESCRIPTION:
Historic Sphar Seed Building – Restoration and Renovation in Winchester Kentucky. Building is a
masonry and heavy timber framed structure with basement and two stories above (approximately 25,000
s.f. total).

Remove and relay masonry at North East Corner of building, remove and relay masonry at parapets,
remove and relay some facade areas and jack arch headers, masonry tuck pointing at exterior and some
interior areas, new rigid insulation at roof, new roofing and gutters/downspouts, restore windows & doors
at Corner Office and Main Street (see plans for locations), remaining ‘open’ and double hung windows to
receive storefront type glazing, partial demo and rebuilding of wood columns and floor framing (see plans
for locations), partial demo of and replacement of flooring (see plans for locations), interior walls and
egress stairs. New electrical, lighting, plumbing, HCAV and fire protection.

This project is funded in part by the KYTC and KYTC Contractor Prequalification requirements have
been waived in lieu of an alternate Qualification method. Contractor shall have a minimum of three
historic building projects which comply with the National Park Service, Secretary of the Interiors
Standards for the Treatment of Historic Properties. Bidders without this experience will not be
considered. It is required that the Contractor be qualified to perform all the construction work in this
proposal to bid. If the Contractor does not meet the required qualifications, the LPA will reject the
Contractors ability to bid. All subcontractors utilized by the Contractor on this project shall be competent
to perform work or their services shall not be allowed.

The work encompasses installation of 4 large, backlit signs comprised of aluminum formed channel letters on 3 buildings of the JCTC Downtown Campus. The buildings included in the work are Hartford Hall, which receives 2 signs (south and west sides), Health Sciences Hall, which receives one sign (south side) and Smith Library, which also receives one sign (south side). The drawings include provisions for power to these signs. Illumination is LED and controlled by photo-cells. The signs are very large and will be installed by cranes, lifts or a combination thereof. Staging areas and timing must be coordinated with the college.
In addition, there is one existing “obelisk” sign located at the corner of 1st and Gray Streets that is to receive LED backlit panels and cast aluminum letters on the west and south sides. Power for this sign will be pulled from the adjacent college-owned parking lot lighting pole.

The Wayland Portal Closures AMLRP is located in Floyd County, Kentucky at N 37° 26′ 35.3” latitude and W 82° 48′ 19.9″ longitude in Wayland, KY. The site can be reached from the Garrett, KY exit off of KY-80, by taking KY-7 S for approximately 4.25 miles to the project area on the left.

The Waste Area at N 37° 26′ 47.7” latitude and W 82° 47′ 59.9″ longitude can be reached by taking KY-7 N, from the project area, approximately 1/4 mile and turning right onto HWY 1086; continuing 1/3 mile and turning left onto 208 Hollow Rd.; and then heading straight up hill to the waste area site.
The Waste Area is a completely disturbed, A1 status Refuse Recovery operation (Permit 836-9038).

Project Area
Three portals are located above KY-7 on the outskirts of Wayland. The portals are draining water, which is causing movement in the hillside below. AML reclamation activities would close the open portals and remove the slide material, threatening KY-7 motorists. The portal area also has dangerous sandstone rock overhangs and sandstone boulders, which would be hoe-rammed into approximately Class II/III sized rocks. The area below the portal would be excavated to rock with ECB transition areas on either side. Excavated rock ditches would be constructed to ensure portal drainage has a direct route to the roadside ditch. Class II ditches would also be constructed along the access road to the portals to divert drainage from the hillside above, into the roadside ditch. An HDPE Pipe and headwalls would be installed beneath the access road entrance to facilitate drainage in the roadside ditch.

Silt fence and/or bales are proposed for proper silt control. A Traffic Control bid item is included to ensure safety of KY-7 motorists while reclamation activities are occurring. A Utility Relocation bid item is included to replace “in kind” qualifying features as disturbed to facilitate the abatement plan. Likewise, a Roadway Stone bid item is included to repair “in kind” any damage to the access roads during normal construction activities.

General
All disturbed areas (site and waste area) would be re-revegetated according to KY
AML standards.

The primary scope of work includes complete construction of up to twelve (12) concrete masonry buildings and associated site improvements on one (1) site located on the Harold L. Disney Training Site (HLDTS) in Artemus, Knox County, Kentucky. The project Base Bid includes the construction of eight (8) buildings with the remaining four (4) to be bid as add alternates. Site improvements shall be completed for all areas of the project site under the Base Bid.
Site improvements include site striping, rough and finish grading to provide building pads and roadway within the project site. Roads are to be surfaced with DGA. Utilities are limited to minimal storm drainage, building floor drain discharge, and associated improvements. Two (2) large diameter pipes are designed to be installed to facilitate troop exercises. In the event that alternate bids are not accepted, building pads at the locations shown for the described buildings are to be prepared and crowned off to properly drain. Building construction includes construction of one and two story concrete masonry buildings with poured concrete footings and foundations, ground supported slabs and precast concrete intermediate floor and roof decks. Roof construction is precast deck with elastomeric coating and concrete fill or wood truss with OSB sheathing and metal roofing panels as shown. Window openings are to be wrapped with treated wood surrounds. No windows are to be installed. Doors are to be hollow core wood with field fabricated wood frames and grade 3 hardware. Building construction includes porches, stoops, handrails and guardrails as shown. Interior wood roof trusses in residential buildings are to be sheathed on the bottom and along attic walking surfaces with plywood sheathing. Plywood ceilings are to be painted. Exterior concrete masonry units are to be coated with a water repellant to resist water absorption.

Description and location of Project: Installation of approximately 516 linear feet of 8-inch sewer, 5 sanitary manholes, conversion of an existing wet well into a sanitary manhole, 1 property service connection, erosion control, appurtenant work, and the elimination of the Oreland Mill Pump Station and force main. The project is generally located in southern Jefferson County, along Oreland Mill Road, just south of Mt. Washington Road (KY 2053).

All work shall be done in accordance to MSD’s Standard Specifications.

There will be a Non-Mandatory pre-bid meeting held for this project. The meeting will be held at 10805 Oreland Mill Road, Louisville, KY 40229 on, September 11, 2018, Local Time, 10:00 a.m.

The Engineer’s Construction Cost Estimate for this project is between $ 200,000.00 to $ 250,000.00.

EKU Powell Student Center Renovation – BP2

PROJECT DESCRIPTION:
Project consists of renovation of the Powell Student Union. The Powell
Student Union is a three-story, 133,000sf building. Built in 1971 and located in the center of
campus. The Powell building serves as a student union. The building is repurposing the spaces
to include meeting rooms, conference space, offices, student organization offices, bank, and
general gathering areas. The Powell Student Union will house the University’s bookstore,
operated by Barnes and Noble, and two retail food locations, operated by Aramark.

Earlier bid packages for the project included BP1A demolition, BP1B renovation of the partial
ground floor for food service, restrooms, lobbies, and bank, and BP1C Colonnade Repairs. The
BP1B renovations will be completed in Fall Semester 2018. The remaining renovations for the
project will be included in Bid Package 2.
