The scope of work is divided over two project areas and includes both water and sanitary sewer
replacement. Sanitary sewer improvements include the replacement of approximately 600
linear feet of existing 6-inch sanitary lines with new 8-inch PVC sanitary sewers, the installation
of approximately 250 linear feet of new 8-inch PVC sanitary sewers, the installation of both new
manholes and replacement of existing sewer manholes and related appurtenances, the
replacement of existing 6-inch sanitary sewer laterals, and the installation of new sanitary
cleanouts. Water improvements include approximately 2,500 linear feet of 2-inch waterline,
840 linear feet of 3-inch waterline, approximately 1,800 linear feet of water service line, along
with associated valves and service line connections.

The Portal 31 Drainage High Priority AML Reclamation Project, approximately 7.0 acres total, consists of the removal of slide material that overtopped an existing manway entrance and direct drainage away from KY 160 to a nearby drain, near the community of Lynch, KY. The project site is located in the Benham Quadrangle at 36° 57’ 56″ N, 82° 55’ 4″ W.
AML proposes to install 390 LF of 24″ HDPE to direct water leaving an existing mine opening away from KY 160 and toward a small drain that outlets into Looney Creek. Also, next to the Portal 31 Exhibition Mine there is slump above the Dispatch building. AML proposes to construct a 50 LF of 14’ high reinforced concrete wall. During the excavation for the concrete wall, slide material covering the manway will be removed.
Waste material will be transported to an off-site waste area located at 36° 57’ 56.6” N, 82° 55’ 19.5” W. The waste area is across KY 160 from the Portal 31 Exhibition Mine. The waste area is the location of logging work.
The project site has previously been disturbed by landslide movement, coal mining operations, house seat development, utility installation, road construction, and/or landowner activities. These disturbances consist of significant upheaval, mixing, and removal of earthen material from deep excavation, grading, sub-surface drilling, fill material placement, and erosion. There should be no undisturbed earthen material to a depth of several feet at the areas slated for significant project-related construction activities.
Construction disturbances will be kept to a minimum with a stringently formulated sediment and erosion control program. Prior to beginning any major earth disturbance, all silt control measures will be installed. These include silt traps and silt barriers (bales & silt fence). No trees greater than 3″ diameter at breast height will be cut outside of the unstable area. All disturbed areas will be promptly revegetated at the end of construction using lime, fertilizer, residential or wildlife seed, and mulch, as necessary. Standard measures will be used for dust control and work hours will occur during AML’s standard time frame of 7 am to 7 pm Monday-Friday with shorter hours for “critical” work items. Access to the project work areas is via county roads and a residentially maintained driveway and yard. This project will include pre- and/or post- project maintenance and repair of existing previously constructed public county roads utilized during the construction of this project, which are administered by the county or local road authority. This construction activity will be conducted under the authority and supervision of the local public road authority and will consist of standard road construction practices appropriate to mitigate impacts to the local community from potential degraded road conditions in order to maintain public traffic safety.

This project includes all work required to rehabilitate and expand the existing wastewater
treatment plant to an average day treatment capacity of 3.65 MGD. Work includes maintaining
existing treatment capacity throughout construction, maintenance of flow, rehabilitation of
existing unit process, equalization basin, administration building, electrical and pumping systems;
construction of a new headworks, oxidation ditch, clarifier, reaeration basin, UV disinfection
system, 36 inch outfall, solids dewatering building, electrical building, control and SCADA system
including all associated piping and support infrastructure. The Contractor will be required to
develop and implement a detailed sequence of construction that will allow the project work to
proceed while maintaining existing treatment capacity.

Installation of approximately 2,600 feet of 6” PVC SDR-17, 39 water meter

The Owner rejected the previous bids for Bid Package #4 and is requesting, for new purposes, for Bid Package #4 – Playground bids, based upon the original contract documents, addenda, and the agreed upon changes as listed below. The Owner is also requesting bids for two (2) alternate playground surface material, Bid Package

This project consists of the furnishing and installing of approximately 7,000′ of 36″ storm
sewer, 2,100′ of 12″ sanitary sewer, manholes, structures, asphalt pavement restoration, curb
and sidewalk replacement, and all other items shown on the plans and mentioned in the
specifications for a complete project. The purpose of the project is to construct separate
storm and sanitary sewers to eliminate combined sewer flow in the project area.
WKU is seeking for qualified firms for the design of the Hilltop
Circulation project. The WKU Hilltop Circulation project includes the
reconstruction of the Hilltop as it relates to both pedestrian and vehicular
circulation. The goal of this project is to remove cars from the core of the campus
and provide more green space for our WKU community. This project will provide our
campus with a more pedestrian friendly atmosphere.
