The site can be found on the USGS Matewan, W. VA.-KY quadrangle. The project involves an unstable hillside that threatens several residences along Barrenshee Creek Road. Numerous complaints have been received by Kentucky’s Division of Abandoned Mine Lands (AML) and numerous investigations have been performed. The Office of Surface Mining (OSM) has completed one project that involved the closing of a mine portal and handling of the drainage but has since failed.
The final design plan consists of constructing a reinforced concrete retaining wall behind Mrs. Bush’s home. The retaining wall will be approximately 8 ft behind the home and will be 11 ft tall (9 of which will be above ground). This wall will protect the home from potential movement of the hillside and will control the seepage coming from the hillside. The retaining wall is 80 linear feet will have a chain linked safety fence on top of it.
A 75 linear foot permanent debris barrier wall is being proposed below the existing shed location. This wall will protect the yard area from potential shallow landslides from the hillside slope. The debris barrier wall spans the drain coming from the hill. This is the most likely area for material to flow from a shallow landslide if one was to occur. A gabion trapezoidal ditch is being proposed in the drain. The ditch will start above the debris barrier wall and will flow underneath the wall. The ditch will outlet into a concrete headwall and a 24 inch HDPE pipe will carry the water across the yard. The pipe will outlet through another concrete headwall into Barrenshee Creek.

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration (DECA), on behalf of Division of Emergency Management (KYEM) and Department of Military Affairs (DMA) are replacing the existing Emergency Operations Center (EOC) antenna field structures located at the Boone National Guard Center (BNGC) in Frankfort, Kentucky. In general, these specifications and accompanying drawings describe the work to be done and the materials to be furnished. This work generally consists of removal of existing equipment and associated infrastructure; demolition of existing towers, site preparation, design, fabrication and installation of new towers; design and construction of new foundations for new towers; below ground power and electrical utilities; Motorola R56 based grounding, conduit and associated hardware; cable ice bridge and ladders; installation of new towers and poles; all antennas, shelter foundation and associated cabling; connectors, hardware, final grading and final test; and testing/commission of all installed or modified systems. KYEM and DMA currently operate high frequency (HF), Very high frequency (VHF) and Ultra high frequency (UHF) systems to support Public Safety, Emergency Management, Amateur Radio Emergency Services (ARES), Radio Amateur Civil Emergency Service (RACES), Military Auxiliary Radio System (MARS).

The main issue at this site is drainage. AML plans to direct the water away from the currently saturated properties and into existing ditches. This will involve the installation of 2 Drop Boxes, 100 L.F. of Double Barrel Modified Subdrain (18” non-perforated pipe above 12” perforated pipe), 160 L.F. of Modified Subdrain with 12” pipe, and 215 L.F. of Modified Subdrain with 8” pipe below approximately 1,720 S.F. of Tied Concrete Block Mat Ditch. One existing Culvert will be removed, one existing Culvert will be replaced (as necessary, with Headwalls) and two new Culverts will be installed with Headwalls, as appropriate. All culverts to be installed shall be RHDPE Pipe (Steel Reinforced), or approved equal. Additionally, AML plans to construct approximately 40 L.F. of a 4.5’-tall Non-Reinforced Block Wall (Type II) to stabilize an existing cut out. Ditches within the construction limits shall be cleaned out, as directed by the Engineer. Silt Barriers and prompt establishment of Vegetation within all disturbed areas will provide sediment control. For continued description, see Special Conditions.
