The Raymond Combs AML Reclamation Project, approximately 5 acres total, consists of closing open portals and reclamation of a slide located along Hwy 451, near Hazard. The site is located in the Hazard South Quadrangle at 37° 14’ 42.01” N, 83° 10’ 25.38” W. The site is located at the intersection of Hwy 451 and Grant Combs Road. Access to the top of the slide and portals is a private drive off Grant Combs Road on the left.

AML proposes to close four open portals. Three of the portals have brick around the inlet that is unstable and partially collapse that will need to be removed prior to the construction of exterior bars. The forth portal is partially collapsed and will have a standard wildlife closure installed. The access to the portals is open. No trees will need to be removed along the access; trees within the slide area and to allow construction of ditch work will need to be removed. The slide has previously impacted Hwy 451. AML proposes to construct a gabion retaining wall along the bench, construct a terrace with an ECB ditch above the gabion ditch and construct a gabion ditch which will outlet into a concrete block tied mat ditch to drain the water around the slide area. The project will also include the removal of two abandoned structures.

The entire project site has been previously disturbed by coal mining operations, residential development/construction, utility installation, and/or road construction. These disturbances consist of significant upheaval, mixing, and removal of earthen material from deep excavation, grading, sub-surface drilling, fill material placement, and erosion. There should be no undisturbed earthen material to a depth of several feet at the areas slated for significant project-related construction activities.

Silt fence and/or hay bales will be installed and remain in effect until construction is completed at the site. All areas disturbed by construction are to be promptly re-vegetated in accordance with regional, regulatory, and project standards, using agricultural limestone, fertilizer, seed and mulch, as needed.

Entry to the project site is via county roads and a residentially maintained driveway and yard. This project will include pre- and/or post- project maintenance and repair of existing previously constructed public county roads utilized during the construction of this project, which are administered by the county or local road authority. This construction activity will be conducted under the authority and supervision of the local public road authority and will consist of standard road construction practices appropriate to mitigate impacts to the local community from potential degraded road conditions in order to maintain public traffic safety.

The project is located on the Williamson quadrangle in Pike County. It can be found along US 119 near the community of Belfry, Ky. N 37° 37’ 55.20”, W 82° 15’ 42.00”. A small slide has come down on the back of the Harris residence. The slide occurred after a recent heavy rain event, and after further investigation, appears to be saturated by mine drainage coming from a previously worked area above.
Reclamation efforts include the construction of a non-reinforced concrete wall behind the residence to hold material in place. Culvert pipes, drop boxes, and subdrains will be installed to control groundwater and runoff. This should divert all water away from the slope and routed to drainage below the residence. Various items such as dense graded aggregate, concrete and bituminous have been added for access and to repair any damage due to reclamation efforts. Some structures will need to be removed for access and work but will be replaced before work ceases. Included in these structures are a small shed directly in the work area. Also included is a deck with a closed in space below. Plans for replacement of this deck are to reconstruct the deck to match size, height and location of the existing deck. In lieu of replacing the enclosed area below the deck, the landowners have requested a roof/covering be constructed over the deck area above. This covering will be constructed of simple framing and metal roofing.
Any waste generated at this site will be taken to a bond forfeited site in Money Branch. Silt will be controlled during all phases of reclamation to minimize silt leaving the reclamation area. All disturbed areas will be vegetated using lime, fertilizer, residential seed, and mulch. No tree removal is anticipated with this project.
