RFB-113-19 John Henry Portals and Drainage AMD

RFB-113-19 John Henry Portals and Drainage AMD

Estimate:
$240,000.00
Estimated Length of Project:
(Substantial Completion) + 150 Calendar Days (Final Completion)

The John Henry Portals & Drainage Acid Mine Drainage Abatement Project is located
within an unnamed tributary to Line Branch of Jenny’s Creek in Johnson County. The total project area is approximately 7.7 acres, of which approximately 4.0 acres may be disturbed. Abandoned Mines reclamation to be conducted under this project consists of the closure of sixteen abandoned underground mine entries (thirteen open entries will receive bat-friendly wildlife accessible closures, and three collapsed entries will be reopened, fitted with drainage structures, and then be re-sealed), and the collection, control, and treatment of metals-laden acidic mine drainage issuing from those portals and the portion of coal seam outcrop adjacent to them. Drainage will be collected by means of subdrains modified for AMD conditions (noncalcareous backfill and PVC pipe 50% larger than the standard AML subdrain) and conveyed to a sequential alkaline-producing system (SAPS). An aerobic filter wetland will be constructed to
receive the discharge from the SAPS, and the wetland will discharge into an existing
impoundment, which discharges to Line Branch. Any excess earthen material generated by the project that is not utilized in construction of the filter wetland will be placed on the outslope of the existing pond embankment, without raising the level of the embankment. The existing emergency spillway (which is not serviceable due to being above the grade of an adjacent undisturbed area) will be replaced with a 4’ flat-bottom concrete block tied-mat ditch routed through the area where the pond currently discharges when the existing main spillway is overwhelmed. In order to prevent stormwater flooding of the SAPS and/or the filter wetland, the existing drainway will be rerouted around these structures by means of a 4’ flat-bottom concrete
block tied-mat ditch, which will discharge to the existing impoundment.
The entirety of the construction area has been thoroughly disturbed by a combination of coal mining, residential construction, highway construction, and gradework associated with establishment of the existing impoundment. Other than the transitional disturbance associated with the installation of bat-friendly wildlife-accessible portal closures, there will be no disturbance of caves or cave-like structures/habitats. Accessing the portals to be closed, installation of the subdrain and their discharge lines, and construction of the SAPS may disturb trees measuring over 3” diameter at breast-height (dbh). Rerouting of the hollow-drain andinstallation of the SAPS will result in the disturbance of approximately 325 linear feet of existing
stream, which has been previously altered by residential construction and establishment of the existing impoundment. It should be noted that, due to the presence of a relatively heavy AMD discharge from the underground-mined coal-seam, this portion of stream is of very poor quality and is not capable of supporting any other than a very low quality/diversity aquatic ecosystem.

Estimate:
$213,000.00
Estimated Length of Project:
(Substantial Completion) + 120 Calendar Days (Final Completion)

The proposed project includes a total of approximately 3.0 acres of disturbance upon two
sites, and consists of the abatement of the hazard posed to the public by seven remnant mine
openings and one mine-associated rock overhang located in immediate proximity to four homes,
the regrading of a landslide and the collection and control of underground mine drainage through
the installation of subdrains and various other drainage control structures.
Chris and Larry Hatton Site:
Work at this site involves the closure of at least two underground mine openings, the removal of a
hazardous rock overhang, the installation of up to 45 linear feet of subdrain along a coal outcrop,
the removal of a pool containing mine drainage, and improvement of the flow-path currently taken
by the drainage by means of culverts, a section of Excavated Rock Ditch, and other miscellaneous
drainage improvements. A third underground mine opening may be encountered during treatment,
release, and backfilling of the existing mine drainage pool. If so, it will also be closed by means
of a Standard Non-Wildlife Accessible Closure. The AML Standard Residential Seed Mix will be
used at this site.
Kathleen Jones Site:
Reclamation at this site includes the construction of Subdrain and Class II Ditch to collect and
contain water draining from an underground mine that is being utilized as a residential water
supply, regrading of a small area of minor instability that is being lubricated by this water, and the
installation of approximately 560 linear feet of subdrain to collect mine drainage seeping from the
base of a slope at the edge of the residential yard. The AML Standard Seed Mix for General
Reclamation will be used in all areas outside of the existing residential yard. All areas within the

Estimate:
$ $83,970.00
Estimated Length of Project:
(Substantial Completion) + 120 Calendar Days (Final Completion)

The proposed project includes approximately 1.5 acres of disturbance, and consists of the
abatement of a hazard posed to the public by a remnant mine opening located in close proximity
to a public highway and several area homes, and the collection and partial abatement of acidic
underground mine drainage that is flowing from the portal and other nearby non-point sources
along the outcrop of the mined coal seam.
This project consists of a single site, and includes the closure of one abandoned mine
entry, and the installation of drainage controls designed to contain the previously uncontrolled
underground mine drainage and abate at least a portion of the Acid Mine Drainage conditions
originating from this site. Reclamation efforts at this location will include the closure of a single
abandoned mine entry by means of a standard wildlife-accessible closure, the installation of
approximately 240 linear feet of Combination Rock Ditch-Drain that has been modified in order
to prevent clogging by the metal oxide precipitates from the AMD solution flowing from the
underground mine workings. The collected mine drainage will be directed, by means of Class III
Ditch, into the existing hollow drain. Up to 400 linear feet of the hollow-drain will be converted
to Class III ditch in order to add alkalinity to the drainage collected at this site. The Standard
AML Seed Mix for Acidic Conditions will be utilized at this site.

Part 1 of the project requires a new electronic campus entrance sign that will be located at the intersection of Highway 801 and the newly constructed Rocky Adkins Tech Drive. Due to the remoteness of the sign location from existing buildings all utilities will need to be provided by the contractor.
Part 2 of the project requires the manufacture and installation of two new steel and glass entrance canopies. One canopy is located over the main entrance and one canopy is located over the Assembly room entrance, both on the front elevation of the new MCTC AMIT building that was recently completed. The main entrance will need to remain open at all times and this will need to be taken into account by the contractor. Temporary barricades will be required.
