RFP-26-009 South-Central KY CTC Replace Glasgow Campus
The Kentucky Community and Technical College System, Office for Facilities Support Services, on behalf of South-Central Kentucky Community & Technical College (SKYCTC) desires to procure professional architectural services and associated project team to accomplish the replacement of the Glasgow Campus – Phase I Nursing Facility at a new site location (to be determined before award of this project to the AE) in Glasgow, Kentucky.
KCTCS and its Southcentral KY Community and Technical College needs expanded space to properly support the College’s mission at Glasgow, Kentucky (Barren County). To accomplish this, a new site is being selected to start a new Glasgow campus where the existing campus functions will be relocated.
The project will be accomplished in two phases: Phase I is to construct a new Nursing Facility on the new site to accommodate the nursing programs and a Phase II to construct a new building to house the technical programs. This project will focus on Phase I. However, the KCTCS reserves the right to continue with Phase II using the same design team when funding becomes available if the KCTCS deems it is its best interest to continue Phase II with this same team.
The current health campus uses approximately 32,000 gross square feet (GSF) and the technology campus located in the Regional Center operated by Western Kentucky University (WKU) is 10,500 GSF. The total gross square footage of existing programs in Glasgow is 45,500 GSF. Phase I has been funded from an “Efficient Operations and Innovation Plan” pool of $90 million which is state bond funds 2025-2026 appropriated by the Kentucky General Assembly. This pool is to accomplish three separate and distinct projects: A new Technical Building at the Laurel North Campus of the Somerset Community and Technical College; the Phase II of the Hartford Tower Replacement at the Jefferson Community and Technical College; and this project Phase I at Glasgow. The other two projects are underway and nearing the completion of design work. The funding of the three projects cannot exceed the total amount of this pool, so cost containment is essential.
The Glasgow Campus contains the 2nd largest student base for the College and is growing. The College expanded Glasgow in 2010 (modular-building D) and 2013 (building E). There has also been investment in new parking to support the additional student growth. However, the fact remains that of the five primary buildings in use, three of those buildings (over half the gross square footage) are nearing 75 years old and were originally built as housing for doctors, nurses and administrators (to support a former tuberculosis hospital), thus are not conducive to conversion into instructional space. There is also the fact that the campus is land locked preventing further expansion.
The goal of the new location will be to increase the College’s visibility in the community as well as provide an expansion of offerings to the area. Site selection has been made but purchase of the property is currently pending. As soon as the purchase is confirmed, the site information will be released. If this occurs during the time of this RFP, the site information will be made available as an addendum to this RFP, if that purchase is not confirmed until after the conclusion of the RFP, the site information will not be made available until after AE Design Team Award. It is expected that the site will contain approximately 22.5 acres on a limited access highway that surrounds the City of Glasgow.
The new facility will not only allow the continuation of the number one nursing program in the state but also provide adequate space to expand general education opportunities along with new programs. While the request shows equal space to the current two spaces, there are two things to consider: First Phase 1 is only to move the Health Campus, so there is an increase in space (Phase 2 request space for the Technical programs located at the Regional center). Second, the space will be programmed which will allow a tremendous improvement in utilization as the majority of the current space was repurposed and not intended for an education.
KCTCS Office for Facilities Support Services and the Southcentral Community and Technical College are currently conducting a pre-programming exercise for the building and is expected to present to the
successful design team a adequate description and program for the building. The Design Team will be required to review this program with the Owner’s team and confirm the program and that the funding for construction is adequate in an abbreviated programming phase prior to the Phase A design work. This abbreviated programming phase will be considered part of the basic services of the Design Team.
It is anticipated that if the project site is on the Glasgow limited access by-pass highway that a traffic engineer on the design team may have to accomplish turning lanes or at least negotiate access points. This Traffic Engineer should be named on the team, but their services, since not well defined yet, would be an additional service to be negotiated.
It is also anticipated that the KCTCS will utilize the Construction Manager / General Contractor alternative delivery method in order to bring a construction professional into the design process before or near the conclusion of Phase A design work.
