The project is located at 5512 Hitt Lane, in Northeast Jefferson County, KY. <\/p>\n<p>All work shall be done in accordance to MSD&#8217;s Standard Specifications.<\/p>\n<p><b>There will be a pre-bid meeting held for this project. The pre-bid meeting will be held at 10:00 AM,<br \/>\nMarch 21, 2019 at the MSD main office, 700 West Liberty, Louisville, KY 40203.<br \/>\nContractors will be invited to tour the Hite Creek WQTC between 12:00 and 2:00 on March 21, 2019.<\/b><\/p>\n<p><u>The Engineer\u2019s Construction Cost Estimate for this project is between $20,000,000 to $24,000,000.<\/u><\/p>\n<p>The bid documents will be available on, <b>March 8, 2019<\/b>, online at <a target=' ' href=\"http:\/\/www.msdbids.com\" rel=\"noopener noreferrer\"><font color=\"blue\"><I>www.msdbids.com<\/I><\/font><\/a>. Only answers by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. All inquiries and questions between the bid opening and the contract awarding shall be directed, in writing, to MSD&#8217;s Chief Engineer, Angela Akridge, P.E.<\/p>\n<p>All bidders shall submit with their bid an acceptable bid bond or a certified check in the amount of seven-and-a-half percent (7.5%) of the bidder\u2019s maximum bid price, payable to the Owner.<\/p>\n<p><u>IF  THE  ENGINEER\u2019S  CONSTRUCTION  COST  ESTIMATE  IS  $50,000  OR  MORE<\/u>,  the Minority<br \/>\nBusiness Enterprise and Woman Business Enterprise (MBE\/WBE) participation goals shall be applicable to all contracts and comply with MSD\u2019s Interim Supplier Diversity Policy and Guidelines (Interim Policy). The Interim Policy is considered as one of the elements of responsiveness in a bid. Bidders must subcontract at least  <b><u>15.0% <\/b><\/u>of the total amount of the Contract Bid price to a certified MBE and <u><b>6.0%<\/b><\/u> to a certified WBE, or if the Contractor is unable to meet the goals, must demonstrate adequate \u201cGOOD FAITH EFFORTS\u201d in accordance with the Interim Policy. Each bidder is responsible for  careful review of the Interim Policy requirements contained in the bid documents. Failure to comply with the Interim Policy may be grounds  for rejection of the bid as non-responsive.<\/p>\n<p><b>All inquiries and questions prior to the bid opening shall be directed, in writing, to MSD&#8217;s Project Manager, Tony Harover<\/b>.<\/p>\n<p>MSD Interim Supplier Diversity Policy and Guidelines for this project is as follows: 15% MBE and 6% WBE participation is required for this project.<\/p>\n<p>This project is funded with funds provided by the Kentucky Clean Water State Revolving Fund (SRF) with federal funds provided by the Environmental Protection Agency. SRF requirements (including American Iron and Steel and Federal Davis-Bacon Wage Rates) and provisions must be met by the Bidder and all subcontractors.<\/p>\n<p>Bidders shall comply with 40 CFR 31.36 which includes but is not limited to the following: (1) the President\u2019s Executive Order 11246 (Equal Employment Opportunity) as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin, (2) Title VI of the Civil Rights Act of 1964,<br \/>\n(3) the Anti-Kickback Act, and (4) the Contract Work Hours Standards Act.<\/p>\n<p>Contractor and its Subcontractors shall comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, if applicable to the area of the Project. Bidder shall make positive efforts to use small, minority, women-owned, and disadvantaged businesses.<\/p>\n<p>All bids shall remain subject to acceptance for 90 days after the time set for receiving bids.<\/p>\n<p>The Bidder awarded the contract shall complete this project within 660 calendar days. Liquidated damages will be assessed at $500 per calendar day.<\/p>\n<p><b>LOCAL LABOR PREFERENCE: Yes<\/b><\/p>\n<p>The contract will be awarded on an evaluated basis to the lowest, responsive, responsible bidder, subject to the approval of the MSD Board.
